as Council cracksdown on illegal dumping of rubbish
Businesses in Putney & Wandsworth Town who illegally dump their
rubbish on the streets of the borough are being warned to expect a day
in court and a heavy fine, as the council continues its crackdown on flytipping.
Over the past year, local businesses have been fined almost £20,000
for disposing of trade waste and other commercial refuse on the public
highway, and armed with new legal powers, the council is warning businesses
that it no longer even needs to catch them in the act of dumping to take
action against them.
Councils now have powers to demand to see documentary evidence that a
business has lawfully disposed of its waste. Any business that cannot
show valid receipts or a contract proving that the waste has been dealt
with lawfully, is liable to be prosecuted.
Homeowners who are having works carried out to their property are also
being warmed that they could face legal action if the waste or builder's
rubble is not removed by a licensed waste carrier.
Property owners who use unlicensed or "dodgy" refuse clearance
firms can be held liable if the waste is subsequently flytipped. Refuse
firms who tout for business by knocking on doors, or who refuse to give
a receipt, are probably unlicensed and often dispose of the waste by dumping
it in a neighbouring street.

The warning to businesses comes in the wake of a series of recent flytipping
prosecutions at South Western magistrates court:
Mohammed Touhidi of Angels Drycleaners at 38a Upper Richmond Road, Putney,
was fined £200 with £136 costs, after a black sack of the
shop's rubbish was left in the street near Schubert Road.
Mrs K Sharma of Rattans Post Office and general store, 355 Upper Richmond
Road. Putney, was fined £200 and costs of £160 after some
of the rubbish from a large flytip in nearby Newnes Path was traced back
to her shop.
Kumarasame Sayandan of Sweet Memories at 208 Putney Bridge Road, was fined
£250 and ordered to pay £250 costs after several rubbish sacks
at a large flytip on the pavement nearby were found to have come from
his shop.
Roger Griffith manager of The Curtain Shop, 96 Alma Road, Wandsworth was
fined £75 with costs of £175 for flytipping a pile of rubbish
on the footway.
Nasir Obaidullah of Earlsfield Properties, 175 Merton Road, Southfields,
was fined £200 with costs of £238 for flytipping refuse sacks
further along Merton Road.
Anwar Sahid, manager of Millennium Cars, 200 Merton Road, Southfields,
was fined £100 for failing to produce copies of the firm's trade
waste disposal records and £200 for dumping rubbish sacks in Merton
Road. He was also ordered to pay costs of £156.
Ahmed Noor Khan of Jet Cars, 256 Merton Road, Southfields, was fined £300
with £400 costs for leaving his bags of trade rubbish on the pavement,
and fined an additional £100 with £50 costs for not keeping
records of how he disposed of his trade waste.
