Councillors at the June 18th planning committee ruled that the scheme would not provide enough affordable housing and would dominate the York Road street frontage.

The proposal was to demolish most of the site's existing buildings to create 115 new homes, of which 27 would have been made available as affordable housing.

New retail, office and industrial space were also part of the scheme.

A previous plan for the site was turned down by the committee in January this year. This was due to a lack of affordable housing and excessive bulk.

Changes had been made to the scale and appearance of the new application and the number of affordable homes had been increased from 17 to 27.

However, councillors at the committee said that the modifications were insufficient and refused planning permission for a second time.

Planning chairman Cllr Nick Cuff said: "The applicant has not gone far enough to address our concerns with the previous scheme and the overall package is still unacceptable. This development must deliver more affordable homes for local people and it is still out of scale with the existing street frontage. It's too big and would dominate this stretch of York Road.

"We want to see this largely derelict site brought back into use and it is clearly a suitable location for a housing led scheme. The applicant must listen to the concerns of this committee and come back with a proposal which meets our expectations."
